Dr. Chloe Schwenke

Chloe Schwenke, PhD, serves as the Director of the Global Program on Violence, Rights and Inclusion at the International Center for Research on Women (ICRW) in Washington, DC. She also teaches as an adjunct professor at the School of Public Policy at the University of Maryland. She previously served as vice president for global programs at Freedom House in Washington, DC, after having been an Obama Administration political appointee at the U.S. Agency for International Development (USAID) both as the senior advisor on LGBTQI policy and as the Africa Bureau’s senior advisor on democracy, human rights, and governance. Dr. Schwenke is a human rights activist, researcher, development practitioner, and academic with over three decades of international experience, nearly half of it while living in developing countries. She has worked in a senior capacity with some of the leading American human rights and development organizations, and as an independent consultant, on projects for USAID and State Department, the World Bank, the United Nations, and the Inter-American Development Bank.
